Their main function is to distribute funds provided by the Department of Education and Employment for UK universities and higher education colleges. HTTPHypertext Transfer ProtocolA scheme (on top of TCP/IP) originally intended for transferring hypertext (web pages) across the internet. Is now also used for transferring images or general files, but is not specialised for this like FTP.
